Introduction:
Per Sandpoint City Code 7-5-3(A), dogs are allowed off-leash for waterfowl control as part of city-sanctioned groups. Handlers must have an off-leash permit in their possession and ensure dogs are always under voice control. All waste must be promptly removed by the handlers.
How to get involved:

Fill out an OFF-LEASH DOG PERMIT APPLICATION FORM (Form 1) and bring it to the front desk at the Police Station at Sandpoint City Hall, 1123 Lake Street.
NOTE: If the applicant is a City of Sandpoint resident, a City of Sandpoint dog license is required to participate. For non-city residents, proof of the dog’s vaccination from a licensed veterinarian is required to submit a permit application.
- Once a permit application has been submitted to the City, contact Jennifer Wilburn at Shakapaw Pet Market (502 N 2nd Ave, Sandpoint, 208-597-5999) to schedule a practical temperament evaluation for your dog.
- Evaluators must complete and sign FORM 2 (practical temperament evaluation). If dog and handler pass their evaluation, Form 2 must be returned to the front desk at City Hall.
- Completed applications will be reviewed by the Community Planning & Development Director, and stamped permit will be issued to approved handlers & their dogs (via email).
- Only once a stamped permit is issued by the City, may permitted dog handlers and dogs be allowed to be off-leash at City Beach. Handlers must have a copy of their permit on them when engaging their dogs off-leash, and high visibility vests must be worn by handler and dog when engaging in off-leash goose patrols.
