Community Resource Officers

The Sandpoint Police Department Community Resource Officers conduct a full range of code enforcement activities, including proactive patrols and inspections within the City of Sandpoint to identify city code and ordinance violations related to parking, animal control, licensing, signage, noxious weeds, abandoned vehicles, right-of-way concerns, and other public nuisances. Other duties include responding to public concerns and complaints; issuing notices and infractions for various code violations; impounding abandoned bicycles and vehicles; and animal-related violations may require impound, transport, or placement of animals in the shelter. 

 

The primary responsibilities of the Community Resource Officers include the following:

 

  • Patrol an assigned area by vehicle or on foot to ensure public compliance with city codes and ordinances related to parking, sidewalks, animal control, signage, licensing, right-of-way obstructions, zoning, and noxious weeds; issue warnings or citations in connection with code violations.

  • Investigate possible code violations, capture photographic evidence, contact responsible persons and compose letters; perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files.

  • Receive, investigate, and process noxious weed, junk, snow removal, and other public nuisance reports.  

  • Handle evidence, pick up and deliver bicycles to the impound yard; deliver packages and supplies as needed.

  • Investigate and answer complaints regarding contested parking citations, determining their validity and routing them appropriately.

  • Provide information to the public regarding parking regulations and facilities, and the location of streets, buildings and points of interest; respond to public inquiries regarding nuisance abatement matters and other violations of City codes.

  • Communicate in person or in writing, and by phone or radio, with the public, animal shelter representatives, Sandpoint Police Officers, and other persons on issues concerning animal control.   

  • Investigate reports of animal attacks or animal cruelty, interviewing witnesses, collecting evidence, and writing reports.

  • Educate the public about animal welfare, and animal control laws and regulations.

  • Contact animal owners to inform them that their pets are at animal holding facilities.

  • Examine animals for injuries or malnutrition and arrange for any necessary medical treatment; remove animal carcasses from public roads and property for disposal. 

  • Observe and report hazardous conditions, such as missing traffic signals or signs, and street markings that need to be repainted.

  • Deploy speed reader board to various locations within the city, take down and store reader board when not in use.

  • Performs other related duties as assigned.
