What you need to know
The City of Sandpoint will begin enforcing paid parking and parking permits at downtown and waterfront parking lots on July 1.
Residents who plan to use City-owned downtown and waterfront parking lots should purchase their permits online before July 1 at:
A permit is valid immediately after residency or eligibility is verified and payment is made. Permit holders are responsible for making sure the correct vehicle license plate is associated with their permit.
The City’s parking management program is designed to improve parking availability in Sandpoint’s busiest downtown and waterfront areas, support turnover near local businesses, preserve convenient access for local residents, and ensure that the cost of maintaining public parking facilities is shared by the people who use them.
Why Sandpoint Is Managing Parking
Sandpoint’s parking challenge is not simply a lack of parking spaces. The issue is that the most convenient spaces (especially downtown customer parking, waterfront lots, City Beach, Dock Street, and boat launch parking) fill during peak periods while other nearby spaces may remain available.
The parking program is intended to:
- Improve access to downtown businesses, restaurants, parks, marinas, boat launches, and waterfront destinations.
- Increase turnover in the most convenient downtown street spaces.
- Make it easier for residents and visitors to find available parking in high-demand areas.
- Provide low-cost parking access for City of Sandpoint and Bonner County residents.
- Help fund parking lot maintenance, resurfacing, striping, signage, kiosks, enforcement, and future parking-related improvements.
- Ensure that visitors and non-resident users contribute to the cost of maintaining the public parking facilities they use.
Parking Permit Portal
Parking permits and boat launch permits are available online at:
To apply for a permit, users will create an account, select the appropriate permit type, and provide the required information. Depending on the permit type, applications may require proof of residency, vehicle information, boat registration, or marina slip verification.
The parking system is license-plate based. Permits are verified using the license plate entered in the permit portal, so users should confirm that their vehicle and/or trailer plate information is accurate.
Enforcement Hours
Paid parking and standard daytime parking enforcement occur from:
9 AM to 5 PM
Enforcement days vary by location:
- City-owned parking lots: 9 AM–5 PM daily.
- Downtown street time-limit zones: 9 AM–5 PM, except Sundays.
Posted overnight restrictions, winter restrictions, boat launch rules, towing restrictions, and special permit rules may apply outside the standard daytime enforcement period. Always read and follow posted signs.
Permit Types and Fees
Type A Permit — Resident Parking Permit
Cost:
- $20 per year for City of Sandpoint residents
- $35 per year for Bonner County residents who live outside Sandpoint city limits
Benefit:
Type A permits provide up to 8 hours per day of free daytime parking in eligible City-owned off-street parking lots.
Because paid parking enforcement occurs from 9 AM to 5 PM, the Type A resident permit is designed to cover the daytime enforcement window in eligible City lots.
This permit is intended to make it easy and affordable for local residents to continue accessing downtown, City Beach, marinas, boat launches, parks, restaurants, shops, and other community destinations.
Type A permits do not authorize overnight parking, do not exempt vehicles from all posted restrictions, and do not allow vehicles to overstay in downtown street time-limit zones unless posted signs specifically allow that use.
Type B Permit — 24-Hour Downtown Street and Parking Lot Permit
Cost: $40 per month
Benefit:
Type B permits provide 24-hour parking privileges in downtown parking lots and in the 3- and 4-hour free street parking zones and 8-hours in waterfront lots, consistent with posted signs and permit rules.
Type B permits are intended for downtown users who need regular long-duration or overnight parking access. There is no residency requirement to be eligible for a type B permit.
In the City lot, payment is required unless the vehicle has a valid Type A or Type B permit.
Posted downtown street signs also identify overnight restrictions, including no parking from 12 AM to 4 AM except by Permit Type B. Type B permit holders must still follow winter restrictions, safety restrictions, and all other posted rules.
Type C Permit — Marina Slip Occupant Permit
Cost: $100 per year
Eligibility: Eligible marina slip occupants
Benefit:
Type C permits provide extended parking privileges for eligible City Beach and Windbag marina slip occupants in waterfront parking areas, including City Beach, Bridge Street, and Dock Street parking lots. Type C permits are intended for boaters who moor in City marinas and require overnight or multi-day parking at a waterfront lot.
Marina slip occupants are not required to purchase a Type C permit, as the much cheaper Type A permit is valid for daytime parking and should therefore meet then needs of most moorage customers with slips at City Beach and Windbag marinas.
In waterfront lots, payment is required unless the vehicle has a valid Type A, Type B, or Type C permit.
Parking from 11 PM to 4 AM is prohibited in the waterfront lots except by Permit Type C and for vehicles with trailers that have paid for multi-day parking at the boat launch kiosk.
Type D Permit — Idaho Vessel Boat Launch Permit
Cost: $50 per year
Eligibility: Idaho-registered vessels
Benefit:
Type D permits provide annual boat launch access for eligible Idaho-registered vessels at City boat launch facilities.
Boat launch permits cover launch access. They do not automatically cover all vehicle and trailer parking unless the applicable parking session or permit is also valid for the vehicle and/or trailer. Boaters should read the kiosk instructions carefully when launching and parking.
Type E Permit — Non-Idaho Vessel Boat Launch Permit
Cost: $100 per year
Eligibility: Non-Idaho-registered vessels
Benefit:
Type E permits provide annual boat launch access for eligible non-Idaho-registered vessels at City boat launch facilities.
Boat launch permits cover launch access. They do not automatically cover all vehicle and trailer parking unless the applicable parking session or permit is also valid for the vehicle and/or trailer.
Paid Parking in City-Owned Lots
Paid parking applies in City-owned downtown and waterfront lots during posted enforcement hours unless the vehicle has a valid permit for that location.
City Lot
The City lot is a paid parking lot.
Pay at kiosk unless you have Permit Type A or B.
Enforcement: 9 AM–5 PM daily.
Overnight restriction: No parking 12 AM–4 AM except by Permit Type B.
Waterfront Lots
Waterfront lots are paid parking lots.
Pay at kiosk unless you have Permit Type A, B, or C.
Enforcement: 9 AM–5 PM daily.
Overnight restriction: No parking 11 PM–4 AM except by Permit Type C and vehicles with trailers that have paid for multi-day parking at the boat launch kiosk.
Waterfront lots include high-demand parking areas serving City Beach, the marinas, Dock Street, Bridge Street, and other waterfront destinations.
Downtown Street Parking Zones
The City is also improving enforcement of downtown time-limited street parking zones. These zones are intended to keep convenient curbside spaces available for customers, visitors, appointments, restaurants, and short-term downtown access.
2-Hour Free Zones
In signed 2-hour free zones:
Check-in at a kiosk or via mobile app is required.
The first 2 hours are free.
Enforcement: 9 AM–5 PM, except Sundays.
Drivers parking in a 2-hour zone must check in at a kiosk to start their free 2-hour parking session. The kiosk records the start of the session using the vehicle’s license plate so the City can enforce the 2-hour limit fairly and consistently.
How to use a 2-hour zone:
- Park in a signed 2-hour free zone.
- Go to the nearest kiosk or use the ParkSmarter mobile app.
- Enter your license plate number.
- Start your free 2-hour session.
- Return before the 2-hour limit expires or follow posted instructions to add time to your parking session. Time beyond the free two hours must be paid for at the hourly rate shown on the kiosk.
The purpose of kiosk check-in is not to charge for the first two hours. The purpose is to make time-limit enforcement consistent and to help keep convenient downtown spaces available for short-term use.
3-Hour Maximum Zones
In signed 3-hour maximum zones:
Maximum stay: 3 hours
Type C permit holders exempt
Enforcement: 9 AM–5 PM, except Sundays.
4-Hour Maximum Zones
In signed 4-hour maximum zones:
Maximum stay: 4 hours
Type C permit holders exempt
Enforcement: 9 AM–5 PM, except Sundays.
Street Parking Overnight and Winter Restrictions
In signed downtown street parking zones:
No parking 12 AM–4 AM except by Permit Type B.
Winter maintenance restrictions also apply:
No parking 2 AM–6 AM from December 1 through March 1.
These restrictions allow the City to manage overnight parking, winter maintenance, snow removal, and street operations.
Boat Launch Fees and Parking
Boat launch fees apply at City boat launch facilities. Launch fees are separate from standard parking fees.
Boaters should make sure they have paid for both launch access and parking if parking is needed. Launch permits cover the launch activity. Parking fees may still apply for vehicles and trailers unless the vehicle and trailer are covered by a valid permit or paid parking session.
City Beach Boat Launch — Launch + Parking
Rates are inclusive of all fees.

Parking Only for Boaters with Launch Permits
These rates apply to boaters who already have valid launch permits but need parking for a vehicle and/or trailer.

Parking beyond 72 hours is prohibited. Violators will be towed.
Launch Only
For boaters with Type A parking permits or boaters who will park off-site, a launch-only option is available.
Launch only: $10.89
Type A permits provide daytime parking only for the registered vehicle and trailer. Boaters should read the kiosk instructions carefully to confirm whether they need launch only, launch plus parking, or parking only.
Important Reminders
- Enforcement begins July 1 at downtown and waterfront parking lots.
- Residents should purchase permits online before July 1.
- A permit is valid immediately after residency or eligibility is verified and payment is made.
- Know your license plate number before using a kiosk.
- Permits must be active and associated with the correct license plate.
- Type A resident permits provide daytime parking benefits in eligible City lots; they do not override all posted parking rules.
- Two-hour downtown parking remains free for the first two hours, but kiosk check-in is required.
- Type C permits exempt holders from posted 3-hour and 4-hour limits only where signs indicate that Type C permit holders are exempt.
- Paid parking enforcement is generally 9 AM–5 PM, but posted overnight, winter, boat launch, trailer parking, and towing restrictions may apply at other times.
- Always follow the signs posted at the location where you park.
