Downtown Revitalization Project – Phase 1

Separate sealed BIDS for Downtown Revitalization Project – Phase 1 located at Sandpoint, Idaho and other related work as set forth in the Contract documents for Downtown Revitalization Project – Phase 1 will be received by City of Sandpoint at 1123 Lake Street, Sandpoint, ID 83864, until 10:00 a.m. local time on Friday, May 12, 2017 and then at said office publicly opened and read aloud.

The work involves removal and reconstruction of subgrade, pavement and sidewalks, along Cedar Street between 2nd Avenue and 5th Avenue, including installation of stormwater utilities, storm gardens, sidewalk lighting, street trees, and pedestrian features. The work also includes reconstruction of approximately 885 linear feet of gravity sewer main in First Avenue, between Church Street and Lake Street. It is the intent of these documents to describe the work required to complete this project in sufficient detail to secure comparable bids.  All parts or work not specifically mentioned which are necessary in order to provide a complete installation shall be included in the bid and shall conform to all Local, State and Federal requirements. A non-mandatory pre-Bid conference will be held at 10:00 a.m. local time on May 8, 2017 at Sandpoint City Hall, 1123 Lake Street, Sandpoint, ID.

The PROJECT MANUAL, DRAWINGS and EXHIBITS may be obtained at Century West Engineering, 1110 W. Park Place #303, Coeur d’Alene, ID 83814.  Copies of these documents may be purchased for a NON-REFUNDABLE fee of $30.00.

In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the bid package.  The Owner will also consider whether the bidder is a responsible bidder. A Public Works Contractor License for the State of Idaho is required to be awarded this work. Disadvantaged Business Enterprises are encouraged to submit bids.  

All bids must be signed and accompanied by evidence of authority to sign. Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashier’s check or cash in the amount of 5% of the amount of the bid proposal.  Said bid security shall be forfeited to the City of Sandpoint as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders.

City of Sandpoint reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the City of Sandpoint.
