UPDATE - WEEK OF JUNE 18th:  Crews will be removing asphalt on N. Ella Ave, beginning at Pine Street and working their way north to Litehouse.  Residents will be able to access to their homes; however, please expect short delays and use alternate routes when possible.  The temporary surface will be uneven and pedestrians, bicyclist, and motorcycles should use extreme caution or avoid the area until the roadway has been repaved.  This work will occur during daytime hours and result in noisy conditions and heavy truck traffic.  Concrete curbs and ramps, installation of new stormwater features, and grading will continue to occur throughout the week.

CONTRACT AWARD VALUE: $464,539.75

FUNDING SOURCE:  Idaho Surplus Eliminator Program (House Bill 312)

CONTRACTOR: Woods Crushing & Hauling, Inc.

PROJECT PURPOSE: Did you know North Ella Avenue is part of our “Explore Sandpoint!” dedicated bicycle route?  Since 2017, motor vehicle and bicycle use has greatly increased.  This year, the Local Highway Technical Assistance Council (LHTAC) awarded the City a grant to help fund a variety of improvements to improve overall safety for all those who use North Ella.

PROJECT SCOPE & SCHEDULE: Work will extend along North Ella from Chestnut Street south to Pine Street.  It involves asphalt removal and replacement and improved stormwater management.  At all intersections where sidewalks exist, new ADA ramps will be installed (eleven total).   There are a number of bushes and trees within the City’s right-of-way that will need to be trimmed and/or removed to provide a clear line of sight for motorists.  City crews will perform this work.

Construction activities are scheduled to begin immediately after Memorial Day.  Crews will be trimming and/or removing blocking shrubs, installing traffic control devices, performing minor excavation, saw cutting, utility work, and grading through the end of May.  Concrete placement, asphalt removal and asphalt paving will occur throughout June and early July.  The project will be complete in mid-July.

Please use caution traveling through the area.  Single lane traffic will be maintained the majority of the time and it will be controlled by flaggers and/or signage.  At times, detours around the work zone may be in place.  On-street parking along N. Ella Ave. will occasionally be restricted for short durations.
